Typical scenario: UTG+1 raises preflop, continuation bets on the flop, checks the turn, and a blank card comes on the river. Pot is 100. UTG+1 holds top pair with a medium kicker. They bet 30 as a block bet, hoping the opponent will call with worse pairs or draws, while avoiding being forced to face a bet of 80-100 from the opponent in position.
