Position and Action

UTG+1 is an early position with a tighter preflop range. By the time the river is reached, the player holds a relatively strong range, but a dry board reduces the opponent's drawing possibilities. The raise may be for value or as a bluff. If the opponent re-raises on a dry board, it usually represents a very strong made hand (e.g., top pair or better), making a fold a reasonable choice to limit losses.

Meaning of Dry Board

A dry board refers to a board with no obvious straight or flush draw potential, e.g., A♠ 9♦ 3♣ 7♥ 2♠. On such boards, made hands rely more on the strength of the pair, with fewer draws present. Therefore, an opponent's raise/re-raise is more likely to represent a strong made hand.
