This strategy often appears in simplified learning or beginner tutorials, aiming to reduce decision complexity. On the river from the Big Blind, players are often at a range disadvantage because the Big Blind's defending range is wider. Using a static flat call avoids falling into opponents' traps by re-raising or preventing value loss from incorrect raises. At the same time, a static flat call simplifies the decision tree, making it suitable for beginners to master basic range value.
