At this point, the opponent bets, and the Big Blind player chooses to re-raise (raise above the original bet) trying to force the opponent to fold.
Strategy Rationale
A dry board means the opponent's range is usually weaker, because on such boards, made hand advantages are concentrated in fewer strong hands (like top pair, two pair or better). By restealing on the river, the Big Blind player can represent having the nuts or a very strong hand. Since the opponent lacks possibilities to improve via draws, they often have to rely on the strength of their current starting hand, making it easy to fold when facing a large raise.
