HJ (Hijack) is the position after UTG, typically a middle-late position. On a dry river, the HJ player's continuation bet typically represents a strong hand (top pair or better) or a bluff. Since the board is dry, the opponent has few draws, so HJ's bet is more easily read as a value bet. However, a dry board also means the opponent may fold weaker made hands (e.g., bottom pair), so HJ needs to balance value and bluffs. Generally, HJ's river C-Bet frequency on a dry board should be lower than on a wet board, because the opponent's fold rate is higher, but bluff success also depends on the opponent's range.
